About this list

Category II of China’s controlled precursor chemicals covers important reagents, solvents and fentanyl/amphetamine precursor intermediates that can be diverted to illicit drug manufacture. The list is regulated under the Regulation on the Administration of Precursor Chemicals and subsequent State Council / ministry notices. Category II includes classic entries such as phenylacetic acid, acetic anhydride, chloroform, diethyl ether and piperidine, plus later-added substances including bromine, propiophenone, BMK/PMK glycidic-acid intermediates, 4-anilinopiperidine (4-AP) and its Boc-protected form, norfentanyl, cannabidiol and — from July 2025 — 4-piperidone and 1-Boc-4-piperidone.
